آلودگي‌هاي زيست‌محيطي مشكل عمده مرتبط با صنعتي شدن سريع، شهرنشيني و افزايش استانداردهاي زندگي مردم است. تلاش زيادي براي كنترل آلودگي ناشي از دفع زباله با تبديل مواد زائد ناخواسته به مواد اوليه قابل كاربرد براي استفاده¬هاي مجدد و مفيد انجام شده است. مشكلات مربوط به دفع مواد زائد جامد صنعتي با كمبود امكانات زيرساختي و سهل¬انگاري صنايع در اتخاذ راهكارهاي مفيد بوده است. هدف از اين مطالعه برآورد اقتصادي اثرات توسعه صنعت فولاد بر محيط‌زيست در شهرستان اردكان است. داده‌هاي مورد نياز در اين مطالعه از طريق جمع‌آوري آمار و اطلاعات ثبت‌شده در ادارات شهر اردكان و همچنين تكميل تعداد 513 پرسشنامه دوگانه دوبعدي در بخش¬هاي حيات وحش، گردشگري و بناهاي تاريخي، آلودگي صوتي و آلودگي هوا و تعداد 244 عدد پرسشنامه در بخش كشاورزي در سال 1395 به دست آمده است. در اين مطالعه با بهره‌گيري از رهيافت ترجيحات اظهار شده و مدل لوجيت، ارزش كل خسارات ناملموس وارد شده به محيط‌زيست ناشي از آلودگي صنايع فولاد بر بخش¬هاي حيات وحش 1204321698510 ريال، گردشگري 1014883409260 ريال، آلودگي صوتي 1186072244560 ريال و آلودگي هوا 1032170147120 ريال و محصولات كشاورزي 575570239440 ريال در سال محاسبه شد. همچنين ارزش كل خسارات ملموس ناشي از آلودگي صنايع فولاد بر بخش¬هاي سلامت جسماني 63644652112 ريال، بخش تغيير كاربري اراضي 11412378816 ريال و بر بخش مهاجرت 1250618395320 ريال در سال محاسبه شد. طبق نتايج به دست آمده، 77 درصد از پاسخ¬گويان معتقد بوده¬اند كه آلودگي ناشي از صنايع فولاد بر سلامت روان اثرگذار است و در مقابل 23 درصد از افراد معتقد بوده¬اند كه بر سلامت روان آن¬ها اثرگذار نبوده است. نتايج حاكي از آن است كه ارزش كل خسارات ناملموس 01/5 هزار ميليارد ريال و ارزش كل خسارات ملموس 3/1 هزار ميليارد ريال در سال 1395 است. به عبارتي ديگر ضروري است حداقل به¬اندازه اين خسارات در سال، سرمايه‌گذاري به منظور جلوگيري از اثرات مضر صنايع فولاد در كارخانجات فولاد شهرستان اردكان صورت گيرد.

Environmental pollution is a major problem associated with rapid industrialization, urbanization, and people’s rising living standards. Extensive efforts have been made to control pollution from waste disposal by converting unwanted waste into raw materials that are suitable for reusing. Problems related to the disposal of solid industrial waste due to the lack of proper infrastructure and the indifference of industries have been studied in order to come up with effective solutions. The purpose of this study is to assess the effects of steel industry development on the environment in Ardakan. The data in this study were collected using statistics and information recorded in offices in Ardakan, and completed 513 double bounded dichotomous choice questionnaires in wild life, tourism and historical monuments, noise pollution and air pollution, and 244 questionnaires in agriculture in 1395. In this study, using the stated approach and the Logit model, the total annual value of intangible damage to the environment and wild life caused by the steel industry stood at 1204321698510 rials, by tourism 1014883409260 rials, by noise pollution 1186072244560 rials, by air pollution 1032170147120 rials, and by agricultural products 575570239440 rials. Also, the total annual value of tangible damage caused by the steel industry to physical health was 63644652112 rials, by land use change 11412378816 rials, and by migration 1250618395320 rials. According to the results, 77% of respondents believed that contamination caused by the steel industry had an effect on mental health, and 23% believed that this pollution did not affect their mental health. The results indicate that the total value of intangible damage was 5.01 thousand billion rials and the total value of tangible damage was 1.3 thousand billion rials in 1395. In other words, it is necessary to make investments in the future to prevent the harmful effects of the steel industry in Ardakan Steel Works.
