چكيده
توسعه فرآوري محصولات كشاورزي، علاوه بر كسب ارزش افزوده بيشتر براي كشاورزان، امكان گسترش بازارهاي ملي و بينالمللي را نتيجه مي دهد. ليكن اجراي برنامه هاي توسعه و ترويج يك فعاليت، بستگي به شناخت از ميزان سوددهي فعاليت و فراهم سازي سياستهاي مكمل حمايتي و بررسي چالشهاي پيش روي آن دارد. بنابراين از باغداران انار شهرستان اردكان، به روش نمونهگيري تصادفي، 110 پرسشنامه به منظور ارزيابي مالي، تكميل و داده ها و اطلاعات مستخرج از آن به روش بودجه بندي جزئي و شاخص هاي سودآوري، مورد ارزيابي قرار گرفت. همچنين با هدف بررسي و رتبهبندي چالشهاي پيشروي توسعه فراوري انار، پرسشنامههايي بر پايه روش تحليل سلسله مراتبي تنظيم و در بين خبرگان محلي، توزيع و تكميل شد. نتايج حاصل از ارزيابي مالي توليد انار در سناريوهاي مختلف نشان داد، توليد انار در شهرستان اردكان، صرفه مالي دارد. همچنين نتايج حاصل از فراوري انار نيز نشان دهنده داشتن وضعيت مطلوب تر اقتصادي توليد رب انار نسبت به توليد انار است. بر اساس نتايج اخذ شده در اين پژوهش آستانه قيمت انار مورد استفاده در توليد رب انار 150000 ريال است. در واقع اگر قيمت انار با درجه كيفيت متناسب براي فرآوري از اين ميزان بيشتر باشد، فروش انار در بازار و عدم فراوري آن، توصيه مي شود. نتايج حاصل از رتبه بندي چالش هاي فراوري انار نشان ميدهد، چالش عدم وجود برنامه راهبردي مناسب در توسعه محصولات فراوري شده انار در شهرستان به عنوان اولين چالش تاكيد شده است. دومين چالش، مربوط به ريسكگريز بودن مديران توليد رب و عدم تمايل آنان به سرمايهگذاري در فراوري محصول انار و سومين چالش توسعه فرآوري انار، افزايش قيمت نهادههاي مرتبط با فرايند توليد رب انار و پس از آن، چالش سطح مشاركت اجتماعي پايين مردم و باغداران در فراوري محصول انار از جانب خبرگان محلي مورد توجه قرار گرفت. سه چالش ديگر عدم حمايت سازمانهاي مرتبط براي تسهيل در توسعه فراوري محصول انار، كمبود زير ساخت مناسب براي فراوري محصول انار و فصلي بودن برداشت انار و نوسان توليد در سالهاي مختلف، در رتبههاي بعدي قرار گرفتند. اطلاع رساني گسترده در زمينه ميزان سوددهي توليد رب انار و ترويج آن، آموزش روشهاي نوين فراوري انار شامل نحوه دانه گيري، آبگيري، پخت و بسته بندي و آشنايي كشاورزان با نتايج بكارگيري روشهاي مذكور در توليد و سودآوري، برنامه ريزي در زمينه حمايت همه جانبه از حركت به سمت توليد رب به صورت مكانيزه و مدرن به منظور افزايش بهرهوري توليد، تشكيل كميته راهبردي، شناسايي نقايص و كمبودهاي زيرساختي فرآوري انار به تفكيك هر كدام از مناطق عمده توليد انار در شهرستان اردكان، تنظيم و اجراي سياستهاي ثبات قيمت نهادههاي مرتبط با توليد رب انار به عنوان پيشنهادهاي اين پژوهش ارائه شد.

Abstract
The development of the processing of agricultural products, in addition to gaining more added value for farmers, results in the possibility of expanding national and international markets. But the implementation of the development and promotion programs of an activity depends on knowing the profitability of the activity ,and providing complementary support policies and examining the challenges facing it. Therefore, 110 questionnaires were evaluated from the pomegranate growers of Ardakan City by random sampling method for financial evaluation, completion ,and data and information extracted from it by partial budgeting method and profitability indicators. Also, with the aim of investigating and ranking the challenges facing the development of pomegranate processing, questionnaires based on the hierarchical analysis method were prepared and distributed among local experts. The results of the financial evaluation of pomegranate production in different scenarios showed that pomegranate production in Ardakan City is economical. Also, the results of pomegranate processing show that the economic situation of pomegranate paste production is more favorable than pomegranate production. According to the results obtained in this research, the threshold price of pomegranate used in the production of pomegranate paste is 150,000 Rials. In fact, if the price of pomegranate with the appropriate quality level for processing is higher than this amount, it is recommended to sell pomegranate in the market and not to process it. The results of ranking the challenges of pomegranate processing show that the lack of a suitable strategic plan in the development of processed pomegranate products in the city has been emphasized as the first challenge. The second challenge is related to the risk aversion of paste production managers and their unwillingness to invest in pomegranate product processing and the third challenge of pomegranate processing development is the increase in the price of inputs related to the process of pomegranate paste production and after that, the challenge of the level of participation. The low social status of people and gardeners in the processing of pomegranate products was noticed by local experts. Three other challenges, the lack of support from related organizations to facilitate the development of pomegranate product processing, the lack of suitable infrastructure for pomegranate product processing, and the seasonality of pomegranate harvesting and the fluctuation of production in different years, were ranked next. Extensive information on the profitability of pomegranate paste production and its promotion, training on new methods of pomegranate processing, including how to collect seeds, juice, cooking and packaging, and familiarizing farmers with the results of using the aforementioned methods in production and profitability, planning in the field of support All-round movement towards mechanized and modern paste production in order to increase production efficiency, forming a strategic committee, identifying the defects and infrastructural deficiencies of pomegranate processing separately from each of the major pomegranate production areas in Ardakan city, setting and implementing the policy The price stability of inputs related to the production of pomegranate paste was presented as the suggestions of this research.
