برداشت از آب¬هاي زيرزميني به ميزان بيش از شارژ طبيعي آبخوان موجب كسري بيلان، افت سطح سفره¬هاي زيرزميني و كمبود آب در بسياري از مناطق گرديده است. هدف اصلي مطالعه حاضر برآورد پيامد¬هاي اقتصادي و زيست‌محيطي برداشت از آب¬هاي زيرزميني شهرستان اردكان مي¬باشد. هزينه¬ي برداشت شامل هزينه¬ نهايي شخصي مصرف¬كنندگان و هزينه¬هاي اضافي ناشي از برداشت مي¬باشد. به منظور برآورد هزينه¬ نهايي شخصي مصرف¬كنندگان، هزينه¬هاي پمپاژ ساليانه مبلغ 63 ميليارد ريال و هزينه¬هاي حفر چاه مبلغ 290 ميليارد ريال برآورد گرديد. در بخش هزينه¬هاي اضافي ناشي از برداشت به منظور برآورد ارزش حفاظتي آب¬هاي زيرزميني تحقيقي ميداني در سال 1395 انجام گرفت و با استفاده از روش مايكل و كارسون تعداد نمونه انتخاب و با تكميل 400 پرسشنامه از شهروندان شهرستان اردكان اطلاعات لازم استخراج گرديد. جهت برآورد ارزش حفاظتي از ارزش¬گذاري مشروط و تكنيك دوگانه دو¬بعدي استفاده شد. نتايج تحقيق نشان داد كه ساليانه هر خانوار حاضر به پرداخت مبلغ 778230 ريال براي حفظ آب¬هاي زيرزميني مي¬باشد. مجموع ارزش حفاظتي آب¬هاي زيرزميني شهرستان اردكان مبلغ 22 ميليارد ريال برآورد گرديد. هزينه‌ي كاهش توليد محصولات كشاورزي كه جزئي از هزينه¬هاي اضافي ناشي از برداشت مي¬باشد، با توجه به آمار 30 ساله از 1366-1395 مبلغ 1211 ميليارد ريال برآورد گرديد. در شهرستان اردكان ساليانه 63.000.000.000 ريال براي پمپاژ از منابع آب زيرزميني هزينه مي¬شود اين در حالي است كه خسارت ساليانه ناشي از اين پمپاژ معادل 142.000.000.000 ريال برآورد گرديده است. در مجموع ميزان هزينه نهايي شخصي مصرف¬كنندگان مبلغ 353 ميليارد ريال و هزينه¬هاي اضافي ناشي از برداشت مبلغ 1233 ميليارد ريال برآورد گرديد. تفاوت بسيار زياد بين هزينه¬هاي اضافي برداشت و هزينه‌هاي شخصي مصرف¬كنندگان مي‌تواند در جهت تغير نگرش مسئولين و بخش¬هاي صنعت و كشاورزي به عنوان بزرگ‌ترين مصرف‌كنندگان منابع آبي، در زمينه¬ي مصرف بهينه¬ي منابع آب زيرزميني مفيد واقع شود. همچنين مجموع هزينه¬ي برداشت از آب¬هاي زيرزميني به ميزان 1586 ميليارد ريال مي-تواند كمك شاياني به دولت و سياست‌گذاران به منظور توجيه انتقال آب جايگزين به منطقه نمايد.

Groundwater extraction more than the natural charge of the aquifer has led to balance deficit, a drop in groundwater table level and water scarcity in many areas. This study was carried out aimed to estimate the economic and environmental consequences of Groundwater extraction in Ardakan. The cost of exploitation includes the personal final consumption expenditure and the additional costs caused by the exploitation. In order to estimate the personal final consumption expenditure, the annual pumping costs were estimated at 63 billion rials and the costs of digging a well at 290 billion rials. In the additional costs caused by exploitation section, in order to estimate the preservation value of groundwater, a field study was carried out in 2016 and the niber of samples were determined using the Michael and Carson method, and necessary data was extracted using completing 400 questionnaires distributed among the citizens of Ardakan city. Contingent valuation method and (Double-Bounded Dichotomous Choice method were used to estimate the protective value. According to the results, each household is willing to pay an amount of 778230 Rials for the preservation of underground water. The total preservation value of the groundwater resources in Ardakan city was estimated equal to 22 billion rials. The cost of reducing agricultural production as a part of the additional costs due to exploitation was estimated at 1211 billion rials according to the 30-year statistics from 1987-2015. In Ardakan, 63,000,000,000 Rials are annually spent for groundwater resources pumping, while the annual damage caused by this pumping is estimated at 142,000,000,000 Rials. In total, the personal final consumption expenditure was estimated at 353 billion rials and the additional costs caused by the exploitation at 1233 billion rials. A significant difference was observed between extra costs of exploitation and the final personal cost of consumers can be helpful for change the attitude of authorities and sectors of industry and agriculture as the largest consumers of water resources in the field of optimal use of groundwater resources. Also, the total cost of groundwater exploitation amounted to 1586 billion rials could help the government and policymakers to justify the transfer of alternative water to the region.
